Will it drive my neighbors crazy?

It's LOUD — that's the job. If your nearest neighbor is a field away, run full siren. If they're closer, use strobe-only mode: the sudden red light alone moves deer and raccoons along. Honest answer: this is a rural and semi-rural product.

Does it send an alert to my phone?

No — and that's on purpose. It's a deterrent, not a monitored alarm: it screams and strobes at the spot, loud enough to hear from inside the house (buyers report ~100 yards). If you want phone alerts, run cameras too — many buyers use both as layers.

How many do I need?
